Jarom Gillins is Director of Policy at Utah Civic Compact and a member of its Board of Directors.
Jarom is a troubleshooter by trade and by temperament. A U.S. Army veteran, he has worked as a commercial diver and a wind turbine technician, all jobs where you find the fault, understand why it happened, and fix it so it stays fixed. He brings the same method to policy: read the actual documents, trace what it permits and what it fails to name, and propose the specific changes that close the gap.
He believes he has a duty to leave the places and people around him better than he found them, and that government only works for the people who show up to it. In 2026 he ran for the U.S. House in Utah's 2nd Congressional District as an independent reformer; the Compact is where that work continues.
